 Joel Lubenau

Relating to:

The many contributions of Joel Lubenau, a longtime friend of the Conference of Radiation Control Program Directors, Inc. (CRCPD) and the state radiation control programs.

Whereas:

Joel Lubenau's early career as a health physicist with the Pennsylvania Radiation Control Program, during which time he provided exemplary leadership in a state radiation control program. This state employment provided a solid background that enabled him to enhance the federal-state relationship when he was later employed by the Nuclear Regulatory Commission (NRC); and

Whereas:

While working for the NRC's Office of State Programs, Joel Lubenau provided invaluable assistance and guidance to the states, especially the Agreement States, in the regulation and control of radioactive materials. For this invaluable assistance, the CRCPD honored Joel Lubenau with the CRCPD Executive Board Award for Meritorious Service in 1991; and

Whereas:

Joel Lubenau's dedication to radiation protection, both nationally and internationally, can be found in his many publications and other contributions evidenced by his involvement in projects such as unwanted radium disposal, orphan sources, general licenses, scrap metal contamination, assistance in designing the initial Profile of State Radiation Control Programs, and serving on a comprehensive review team for a state program; and

Whereas:

Joel Lubenau could always be counted on to assist the CRCPD and states wherever needed, and to provide a heads up on important issues facing the state radiation control programs; and

Whereas:

Joel Lubenau has provided tremendous staff support to Commissioner Greta Dicus, the first state person to achieve the status of NRC Commissioner and now NRC's Chairman.

Now be it resolved that:

Joel Lubenau will always be remembered as a special friend of the states. The CRCPD Board of Directors recognizes and appreciates Joel Lubenau for his tireless efforts in assisting the states and the CRCPD in carrying out their mission C to promote consistency in addressing and resolving radiation protection issues, to encourage high standards of quality in radiation protection programs, and to provide leadership in radiation safety and education.

Be it further resolved that:

Joel Lubenau is recognized and appreciated for his many years of support of the CRCPD while serving on various working groups, and as an Affiliate Member of the organization; and

Be it further resolved that:

The CRCPD Board of Directors wishes Joel Lubenau a most pleasant and rewarding retirement as he enters this new phase of his life, especially in his continued involvement to provide radiation protection as a radiation protection consultant.
