Homeland Security/Emergency Response Council HS-ERC Fact Sheet  

A listing and brief description of each of the Working Groups under the Homeland Security/Emergency Response Council are below.  There is a Fact Sheet for the Homeland Security/Emergency Response Council and for each of the Working Groups within this Council.  Each Fact Sheet contains a list of the charges, how these charges relate to CRCPD's goals and objectives, and the name and email address of the chairperson.  If you need additional information on a particular working group, such as who the members, advisors and resources are, contact Sue Smith.  The Fact Sheets are accessed by clicking on the Working Group's name.

Brief Description of Homeland Security/Emergency Response Council Working Groups:

HS-ER-EI Emerging Issues Committee.  Identifies new Homeland Security radiation issues, including Homeland Security issues, monitors and assimilates requests for information, provides leadership in identifying what type of publications will be developed, assists the council chair in prioritizing goals based on emerging issues that are tied to the CRCPD Strategic Plan Goals and Objectives, makes recommendations for committee or task force membership based on the member's interest in the emerging issue.

HS-ER-1 Task Force for EPA's Creation of National Monitoring System.  To provide EPA input to develop an expanded useful and viable program to assist states in assessing environmental radiation levels.
 

HS-ER-2 Committee for Fostering Partnerships and Developing Operational Guides to Support Emergency Preparedness and Response.    Sustain ongoing efforts to foster communication and partnerships in radiological emergency response between state/local radiation control programs and other national organizations and federal agencies; plan and execute a professionally-facilitated Roundtable to explore approaches for building or enhancing partnerships among these parties.

 

HS-ER-3 Task Force for RDD/IND Scenarios as Examples for State Preparations.   Collect, review, and revise as necessary up to ten scenarios that have been used by states and federal agencies and evaluate putting them on the website. [G2 - O1, O2]

 

HS-ER-4 Task Force for Operational Guidelines Models and Tools for Recommendations and Responses to RDD/IND (Radiological Dispersal Device/Improvised Nuclear Device)  Review the basic concept of operational guidelines used in the DHS PAG document and review documents. 

HS-ER-5 Committee on Emergency Response Planning.  Address the technical issues regarding any radiological emergency planning or response.  Included in but not limited to these issues are matters as instrumentation, dose assessment or projections with any calculation methods, protective drugs, decontamination, environmental analysis, and radiological team equipment in general.  The Committee is to provide recommendations on the technology and approaches to the various technical problems in emergency response and planning.  To work with various committees of the FRPCC in reviewing these technical issues.

HS-ER-6 Task Force for Development of CRCPD Comments on the EPA Protective Action Guidelines.  Review the EPA PAGs for radiological incidents document, which is expected to be published for comment in 2008, and develop draft CRCPD comments for submission to the Board for approval. 

HS-ER-7 Task Force on Inter-Organizational Activities.  To provide quarterly reports on the Department of Homeland Security's Government Coordinating Council (GCC) meetings.

HS-ER-8 Task Force to Develop Nuclear Power Plant News Releases.  Solicit and review examples of draft news releases addressing radiological health and environmental issues used by state radiation control programs during all phases of nuclear power plant radiological incidents or drill/exercises. This includes reviewing examples of FAQs used by state radiation control programs to provide information to the public. Also to develop “talking points” for use by agency Public Information Officers to assist them in talking to the media during a nuclear power plant radiological incident or drill/exercise.
