Relating to: The safe transportation of Spent Nuclear Fuel (SNF) and High-Level Radioactive Waste (HLRW)
WHEREAS:
Safe, secure transportation of SNF and HLRW is a shared responsibility between states and federal government; andWHEREAS:
The states are responsible for ensuring the safety of their citizens during shipments of SNF and HLRW, and state and local responders have primary responsibility for responding to an emergency involving SNF and HLRW transportation; andWHEREAS:
The current federal and state regulatory framework has proven effective to ensure the safety of the public during the transportation of SNF and HLRW; andWHEREAS:
State inspection and escorting programs for SNF and HLRW are reasonable measures for states to ensure the safety of their citizens; andWHEREAS:
State authority to conduct SNF and HLRW inspections and escort shipments enhances transportation safety and maintains public confidence in the safety of SNF and HLRW transportation and a lack of public confidence can lead to delays and impediments in shipping efforts; andWHEREAS:
Cooperative planning between states and the federal government is essential to a successful SNF and HLRW shipping campaign; andWHEREAS:
The states and the federal government have a long and successful history of cooperative planning for SNF and HLRW transportation planning.NOW THEREFORE, BE IT RESOLVED:
CRCPD supports the continued regulation of the safe transportation of SNF and HLRW as established by states and the federal government; and
BE IT FURTHER RESOLVED:
That the CRCPD supports the continuation of the current cooperative relationship between the states and the federal government toward this end, and any attempt to undermine this cooperation can only further erode public confidence in the safe shipment of SNF and HLRW.
