CRCPD RESOLUTION
[April 30, 1997]

Relating to: Concern Over the Safety and Possible Environmental Consequences of an Accident at Nuclear Power Plants in the Former Soviet Union on Citizens of the United States and Particularly those in Alaska.

WHEREAS: Former Soviet Union nuclear power plants receive revenue proportionate to the amount their customers pay for electricity and many customers are not paying, workers are being paid only infrequently, and plant maintenance is being neglected; and

WHEREAS: Lack of pay generates a condition of high staff turnover and the potential for massive walkouts; and inadequate maintenance leads to conditions contrary to those being promoted by the United States Department of Energy International Nuclear Safety Program; and

WHEREAS: It is not possible for citizens in the United States, and particularly those in Alaska, to know the magnitude of the public health disaster that could occur if workers in former Soviet Union nuclear power plants were to strike;

NOW, BE IT RESOLVED: That the Conference of Radiation Control Program Directors, Inc. request the President of the United States to contact leaders in countries of the former Soviet Union with a message expressing the concerns of the United States Government for the safety of the nuclear power plants in the former Soviet Union and the potential impacts on United States citizens; and

BE IT FURTHER RESOLVED: That the Conference of Radiation Control Program Directors, Inc. petition the United States Department of Energy to take all appropriate steps to provide the countries of the former Soviet Union with the technological assistance needed to operate its reactors in a safe manner; and

BE IT FURTHER RESOLVED: That the Conference of Radiation Control Program Directors, Inc. request the United States Department of Energy and Federal Emergency Management Agency to provide the State of Alaska and other appropriate states of the United States with additional training, equipment, and stand-by expert personnel to assure that in the event of a reactor accident in countries of the former Soviet Union, Alaska and the entire United States will have the benefit of effective advance planning and of every available resource to protect its citizens.
