CRCPD RESOLUTION
[May 6, 1995]Relating to: Radiation protection programs at the state level of government being located within a single agency and maintained as a unified entity for managing comprehensive radiation control programs.
WHEREAS: Technological advances provide a constantly changing array of radiation sources which represent a potential for exposure of people and/or the contamination of the environment.
WHEREAS: Radiation control programs at the state level may encompass x-ray machine sources, accelerators, radioactive materials (both Atomic Energy Act and Naturally Occurring and Accelerator-Produced Radioactive Material), environmental monitoring and surveillance, emergency planning and response to both nuclear power facilities and non-nuclear power incidents, radioactive waste management (both high-level and low-level), nonionizing radiation control (including microwave, laser, ultraviolet, ultrasound, electric and magnetic fields), radon reduction programs, user certification or credentialing, and consumer education and information.
WHEREAS: Fragmented radiation protection programs in a state agency or in different agencies of state government cannot provide for a total or comprehensive program.
WHEREAS: Experience has shown that a single unified radiation control program provides for more uniform standards addressing multiple radiation hazards, and tends to provide a more consistent application for such standards.
WHEREAS: Experience has shown that it is more economical and efficient to have a single unified unit of government addressing multiple sources of radiation rather than multiple units of government addressing single sources of radiation.
WHEREAS: Experience has shown that where multiple groups within a state agency or agencies that have responsibility for radiation protection, the adoption and enforcement of regulations by these separate entities have resulted in duplicative efforts, and in some cases contradictions of the other group's or agency's requirements.
THEREFORE, BE IT RESOLVED THAT: Notwithstanding that a few large states, with substantial resources, have implemented successful radiation protection programs in different agencies, it is the formal position of the members of the Conference of Radiation Control Program Directors, Inc. that state government programs and activities established for the purpose of protecting the public from radiation exposure and protecting the environment from radiation pollution and contamination should be within a single agency and maintained as a unified entity for managing comprehensive radiation control programs. The state radiation control program should be under the administration, control, direction and management of an individual (Director) who possesses sufficient comprehensive knowledge and experience necessary for the consistent and uniform application of radiological health principles and practices for the protection of occupational and public health and safety and the environment consonant with radiological activities conducted within each (the) state.
BE IT FURTHER RESOLVED: That this resolution be forwarded to the Presidents of the Association of State and Territorial Health Officers (ASTHO), the American Public Health Association (APHA), the American Industrial Hygiene Association (AIHA), the Health Physics Society (HPS), the Air and Waste Management Association (AWMA), the Council of State Governments (CSG), the National Governors' Association (NGA), and the National Conference of State Legislatures (NCSL), requesting these organizations to consider adopting similar positions relating to single unified programs for radiation protection.
