HHS/REMM Health and Human Services Radiation Event Medical Management  web portal.  The goals of this website are to:

  • Provide guidance for health care providers, primarily physicians, about clinical diagnosis and treatment during mass casualty radiological/nuclear (rad/nuc) events
  • Provide just-in-time, evidence-based, usable information with sufficient background and context to make complex issues understandable to those without formal radiation medicine expertise
  • Provide web-based information that is also downloadable in advance, so that it would be available during an event if the internet is not accessible

Matrix of Federal Grants to State and Local First Responders
This matrix provides information about key grant programs from the Departments of Homeland Security, Justice, Transportation, Health and Human Services, the Federal Emergency Management Agency, and Education under which state and local governments and first responders are eligible to receive planning, training, equipment, and exercise assistance.  It lists the purpose of the program, amount appropriated for this program in FY 2002 and 2003, and the website where additional information can be found.  FY03 funding information for some grant programs and cooperative agreements is not yet available.

National Resource Framework (NRF) Resource Center  The purpose of the National Response Framework is to establish a comprehensive, national, all-hazards approach to domestic incident response.  The Framework presents an overview of key response principles, roles and structures that guide the national response. It describes how communities, States, the Federal Government and private-sector and nongovernmental partners apply these principles for a coordinated, effective national response. And, it describes special circumstances where the Federal Government exercises a larger role, including incidents where Federal interests are involved and catastrophic incidents where a State would require significant support. Its real value, however, is in how these elements come together and are implemented by first responders, decisionmakers and supporting entities to provide a unified national response.  The Framework is written for senior elected and appointed leaders, such as Federal agency heads, State Governors, tribal leaders, mayors or city managers – those who have a responsibility to provide for effective incident management.  At the same time, it informs emergency management practitioners, explaining the operating structures and tools used routinely by first responders and emergency managers at all levels of government.
