Awards Presented at the 2007 National Conference on Radiation Control:

Gerald S. Parker Award Award of Merit

was awarded to

Edgar D. Bailey

Edgar D. Bailey is recognized for his excellent performance in his professional career in the field of radiation protection, and in particular for his significant contributions to the Conference of Radiation Control Program Directors, Inc.

Some of Mr. Bailey’s major contributions to CRCPD include serving on the Board of Directors from 2003 to 2006, and serving as Chairperson for 2004-2005.  Both as a Board member and as Chairperson he served the organization in an exemplary manner.

Mr. Bailey also participated in and chaired many CRCPD committees and task forces.  And he served as a State representative on several NRC committees and working groups in the areas of radioactive material safety and security.

Mr. Bailey was a pioneer in the development of suggested state regulations and guidance in the areas of NARM and NORM and continues to provide expertise in these areas at the national level.

Over the expanse of his career, Mr. Bailey has been and remains a true leader in the field of radiation protection. Because of his exceptional professional service to CRCPD, the individual States and to the nation as a whole, Edgar D. Bailey is awarded CRCPD's most prestigious honor, the Gerald S. Parker Award of Merit.

James W. Miller Award

was awarded to

Cindy Becker

Cindy Becker has worked in the inspection section of the Florida Radiation Control Program for 19 years. While working for Florida, she has been instrumental in developing a comprehensive training program for employees. Cindy’s work in Florida to assure that radiation control personnel are adequately trained, and that the training of each employee is documented, has been instrumental in protecting the citizens of Florida from unnecessary exposure to radiation.

In 2004 Cindy Becker became Chairperson of the G-55 Training Committee. Under her leadership, the G-55 Committee developed several training modules that can be adapted to the various State programs. The training modules will assist the States in having a more uniform inspection program from State-to-State. These modules will assist State programs that are attempting to become Agreement States, and they will assist Agreement States in acquiring and maintaining adequate training programs that are compatible with the Nuclear Regulatory Commission. Her work in the G-55 Committee continues to assist the CRCPD in the goal of protecting the general public from unnecessary exposures to radiation by assuring that radiation control staff are well trained.

Cindy Becker’s dedication, professionalism and work ethic are exemplary, and her contributions to the CRCPD and the State of Florida in the area of training are to be praised; therefore, she is recognized as this year’s recipient of the James W. Miller Award.

The H-30 Task Force on Bone Densitometry is presented the Board of Directors Award for Outstanding Achievement in the Field of Radiation Protection for their white paper entitled, “Technical White Paper: Bone Densitometry.” The paper provides the state radiation control programs with detailed information on the practice of precision testing, patient dose, minimum operator qualifications, and the use of ionizing radiation to evaluate bone density.

The work accomplished by the H-30 Task Force enhances the role of the Conference of Radiation Control Program Directors relative to government agencies, healthcare facilities evaluating bone densitometry, and the public.
