Cynthia C.
Cardwell is recognized for her professional career in the field of radiation
protection, and for serving with distinction, the Texas Bureau of Radiation
Control and the Conference of Radiation Control Program Directors (CRCPD).
Ms. Cardwell has made significant contributions to the efforts of CRCPD. Her
contributions include participation on various CRCPD working groups, serving on
the Board of Directors from 1997 - 2000, 2001-2004, and as Chairperson
2002-2003. In her exemplary leadership roles for the organization, she has
represented the interests of the states before federal agencies and other
national and international organizations.
While serving on the National Materials Program Working Group, Ms. Cardwell
helped define and edify the importance of partnership between state radiation
control programs and federal agencies for improving regulatory products. Ms.
Cardwell's sustained efforts in this area, and on other significant radiation
protection issues such as new and fused imaging modalities, have consistently
commanded respect for herself and for the members of CRCPD.
Because of her exceptional professional service to CRCPD, the individual states
and to the nation as a whole, Cynthia Cardwell is awarded CRCPD's most
prestigious honor, the Gerald S. Parker Award of Merit.
James W. Miller Award

Mary Ann Spohrer
Mary Ann Spohrer
has made a significant contribution to public health as Chairperson of the 2003
National Symposium on Fusion Imaging and Multimodalities: Technical and
Regulatory Considerations and as Chairperson of the Committee on Nationwide
Evaluation of X-ray Trends. The symposium required excellent management skills
under a compressed time line to bring together many federal partners and
stakeholders to provide an excellent training program on the new medical
modalities and PET/CT imaging. Mrs. Spohrer coordinated with her committee to
provide this mid year training, which was well attended by states and received
outstanding praise for timeliness and quality from conception to implementation.
Under her leadership, the Committee on Nationwide Evaluation of X-ray Trends
remained active and productive. Mrs. Spohrer was instrumental in planning NEXT
training, developing inspection protocols, reviewing results, and completing
publications.
Mrs. Spohrer’s dedication, professionalism and expertise in the area of
diagnostic imaging is exemplary, and her contribution to the Conference and the
state of Illinois in the area of training and quality assurance is to be
praised; therefore she is recognized as this year’s James W. Miller Award
recipient.
For Outstanding Achievement in the Field of Radiation Protection
was awarded to:
Ruth McBurney, CHP is recognized for outstanding
leadership, initiative, and dedication to revising the Suggested State
Regulations for the Control of Radiation, Part S: Bonding and Surety. As
Chairperson of SR-S, she was instrumental in overseeing the timely incorporation
of needed changes into SSR-S, and for delivering its updated revision to the
CRCPD Board of Directors. Most impressively, this working group accomplished
substantial progress without benefit of a full complement of members and, in
spite of significant professional demands competing for the Chairperson’s time.
Not only did SR-S members work to fulfill their charges in a timely and
proficient manner, they also suggested the addition of an important new charge
to add provisions in the next revision of SR-S for funding mechanisms for the
disposal of orphan sources and other abandoned radioactive material. The
outstanding efforts, achievements, and recommendations by this working group
will be a benefit to citizens in states choosing to adopt Part S.

outstanding achievement on the Suggested State Regulations for the Control of
Radiation, Part G: Use of Radionuclides in the Healing Arts. This working group
deserves special recognition for their outstanding achievement in having worked
with immediacy in developing valuable tools for the states for avoiding
conflicts between the time-lines for adoption of compatible federal and state
regulations pertaining to an “Authorized Medical Physicist.”
Because of the working group’s comprehensive understanding of both federal and
state regulations for authorizing the uses and users of medical radiation
sources and of federal and state regulatory processes, the authorization and
licensing of medical physicists will be significantly improved. The resourceful
initiative and dedication shown by this working group in successfully completing
their charge in a very short time is highly commendable.

The G-2 Committee on Ionizing Measurements is presented the Board of Directors Award for Outstanding Achievement in the Field of Radiation Protection for its continuing efforts in reviewing and evaluating the regional ionizing radiation calibration laboratories. The committee’s dedicated and innovative approach to the reaccreditation process of these laboratories is commendable. The committee members diligent and thorough efforts continue to ensure the quality of instrumentation calibrations on equipment in their respective regions.
The G-34 Committee on Industrial Radiography is presented the Board of Directors Award for Outstanding Achievement in the Field of Radiation Protection for its work as the lead representative committee for the National Materials Program Pilot Project 2 (National Industrial Radiographer Certification Program). As the lead committee, the working group coordinated reviews of the draft final report from the NRC’s State and Tribal Programs, Nuclear Material Safety and Safeguards, and Office of General Council, as well as the Organization of Agreement States and the CRCPD. The Committee’s efforts will result in a refined current and future certification program for industrial radiographers.

As [chairperson/member] of the SR-X Working Group, you distinguished yourself as an active and capable leader of this important CRCPD working group. You were efficient and conscientious in setting specific goals, objectives, and time-lines for the timely completion of charges, and diligently worked towards meeting them with competence. In particular, as [chairperson/member] of SR-X, you deserve special recognition for the outstanding achievements by your working group over the past year and for distinguishing CRCPD with your demonstrated and active commitment to improving radiation protection in medical therapy.
The G-57 Task Force for State Comprehensive Profile is presented the Board of Directors Award for Outstanding Achievement in the Field of Radiation Protection for their efforts in developing a comprehensive questionnaire for State Radiation Control Programs. The information obtained from the completed questionnaire will be used to compile a Comprehensive Profile of State Programs, which will provide useful information for review by high-level governmental officials and legislators.
The accomplishment of the
G-57 Task Force will provide essential information to Program Directors pursuing
the enhancement of their Radiation Control Program and will ultimately lower the
risks to citizens and the environment associated with exposure to unnecessary
radiation.
Catherine
Fontaine is recognized for her professionalism, leadership, and dedication
to the goals and objectives of the Conference of Radiation Control Program
Directors, Inc. (CRCPD). For a number of years, she has been willing and
faithful volunteer serving as Chairperson, Member, and Advisor to important
CRCPD working groups. Her most recent accomplishment was overseeing, as
Chairperson, the revision of Suggested States Regulations Part AA: Lasers, which
is in its last steps to becoming final.
She is recognized for her steady, dependable, and proficient manner of ensuring
that, through her work with CRCPD, citizens of all states, not only those of
Texas, will benefit from her many valuable contributions to improving radiation
protection. It is for systemic dedication of her time and skills to CRCPD and
for the example she sets for others in gently but firmly maintaining only the
highest principles of teamwork and professionalism that Catherine Fontaine is
awarded the Board of Directors Meritorious Service Award.

Jill Lipoti, Ph.D. is commended for setting the standard of excellence as a CRCPD liaison with the American Association of Physicists in Medicine (AAPM) for the past six years. During her tenure as liaison to AAPM, the CRCPD relationship with AAPM has evolved from a professional relationship of respect to a true partnership promoting radiation protection to the public.

Melissa Martin
Melissa Martin was instrumental in the highly successful 2004 National Symposium on Fusion Imaging and Multimodalities organized by the Conference of Radiation Control Program Directors (CRCPD) and training held in conjunction with the National Conferences on Radiation Control for the past six years. The Board of Directors and staff from the Office of the Executive Director have worked with Melissa for several years and highly value her personal and professional comments on the radiation protection issues of concern to both the American Association of Physicists in Medicine (AAPM) and the CRCPD. Her insight into the specialized areas of medical health physics has been invaluable to this organization. As the AAPM Radiation Protection Advisory member to the CRCPD, Melissa continues to provide needed insight concerning the needs and problems of the professionals who use x-ray, fluoroscopy, and CT devices in their daily practices. She is a highly valued member of our Partnership Dedicated to Radiation Protection.

For his extraordinary efforts in developing a draft outline
for a project relating to “Radon Communication, Education, Outreach, and Risk
Reduction” from which the initial proposal package was developed and submitted
to the U. S. Environmental Protection Agency (EPA) for possible additional
funding to CRCPD.
The project’s goal was to educate teachers, students and hopefully parents on a
national scale about radon, its risks, and how to avoid possible consequences as
well as to foster more interaction among teachers, the public, and state radon
programs. The proposed project resulted from the lack of radon information that
was found in textbooks in Massachusetts schools during a mini-grant project that
Bill mentored. The study evaluated the quantity and quality of radon information
in science/health textbooks and found that science textbooks lacked accurate
information on the subject of radon and its risks to public health.

The H-26 Task Force for Cyberknife under the guidance of Chairperson Debbie Borden, developed a white paper describing the Cyberknife and the regulatory program that may be required of states to register or license this device. Task force work was primarily done through conference calls and by developing a relationship with the manufacturer of the device. The dedication of these committee members demonstrates the ability of the CRCPD to develop current information on new technologies.
